Is this an active or passive cable?

Passive. There is no repeater chipset and no external or auxiliary power input. It simply carries the USB 2.0 signal and bus power between the USB-A host/charger end and the Mini-B peripheral end.

Is Mini-B the same as Micro-USB?

No. This uses the thicker trapezoidal 5-pin Mini-B plug. Micro-USB is flatter, USB-C is reversible, and full-size USB-B is the larger square printer-style connector. Compare the device port before ordering.
